Betty St. Hilaire: Board President
Betty is a community health worker (CHW), the 2024 CHW Supervisor of the year and the current co-chair of the Maine Community Health Worker Initiative (MECHWI). She is also the Past Chair of the Augusta Emergency Overnight Warming Center Advisory Council. Betty is a Program manager, recovery coach and ABC Parent coach for MaineGeneral Medical Center Where she oversees their CHW program. She sits on the KVCAP Board of Directors where she serves on both their housing and executive committees. She has extensive experience in program development and implementation as well as grant and program management.
Sue Gayne: Board Vice President
Sue is a Senior Vice President of Human Resources Executive at NRF Distributors with over 30 years’ HR experience. She is the founder of Project Fresh Start, a nonprofit that distributes household items to those in need. She is the Church Council President at South Parish Congregational Church, which houses the Augusta Emergency Overnight Warming Center (AEOWC). Sue also serves on the United Way’s Impact 2032 council.
Deb Stewart: Board Treasurer
Deb is a Psychiatric Mental Health Nurse Practitioner who works with the severely and persistently mentally ill in our community. She has leadership experience in health care, including program development and implementation and management. She is currently the Assistant Medical Director of Inpatient and Outpatient Psychiatry at MaineGeneral Medical Center.
Debbie Mattson: Board Secretary
A mediator and yoga fitness instructor who taught Social Work at the University of Maine for 20 years. She is passionate about social justice and deeply believes everyone is entitled to be treated with respect and dignity

Bobby Jo Bechard: Board Member
Bobby-Jo is a Peer Support Program Director in the community overseeing the implementation of Intentional Peer Support Programs. Bobby-Jo serves in many community roles—Administrative Coordinator for the Maine Association of Peer Recovery Centers, Board of Directors for Maine Reentry Network and Kennebec Valley Community Action Program
(KVCAP), Advisory councils: Quality Improvement Council (QIC), Intentional Peer Support Advisory Council (IPSAC), Peer Training Network (PTN), and the United Way Impact2032 Health Cabinet and former member of the Augusta Emergency Overnight Warming Center (AEOWC) Advisory Council. Bobby Jo believes out of the box thinking will lead to the right connections for saving and changing lives.
Kevin Judkins: Board Member
Kevin is a lifetime resident of Augusta and a Realtor with Rizzo Mattson Realty and an Augusta City Councilor. Kevin has a strong passion to help the unhoused.
Allina Diaz: Board Member
Allina is a community organizer at Maine Equal Justice who has prior lived experience and a strong desire to help others.
Bret Glidden: Board Member
A hardworking, motivated individual with lived experience. Bret works in the construction industry, and is the father of two wonderful children, ages 4 and 12.
Garrett Fontaine MD: Board Member
Garrett is a New Hampshire native with a passion for small town life and family medicine. His desire to be a small-town family doctor eventually lead him to Maine-Dartmouth for residency, where he was fortunate to care for his local community and migrant farmworkers through the Maine Mobile Health Program, represent his residency on the Maine Academy of Family Physicians Board of Directors and subcommittee on legislative advocacy, serve as chief resident, and lay the groundwork for a street medicine clinic in partnership with the Mid-Maine Homeless Shelter. Among Garrett’s other interests are mental health, addiction medicine, ultrasound, and adolescent medicine. Garrett will be leading the medical services team at the UCLC Community Center.
